Q2. What is your view on whether collaborative deer
management structures should continue to be voluntary in the
first instance?

I believe this is absolutely the way that it should be. There are so many different interests involved that I believe it will be unworkable to legislate.
 
This is a bit of an 'Are you still beating you wife?' question.

Q: D'you think they should be voluntary in the first instance?
A: Yes
R: Good! So do we. We'll swap to compulsory in a year or two.


Q: D'you think they should be voluntary in the first instance?
A: No
R: Fair enough: compulsory at once!

To me, the word 'collaboration' implies either treacherous co-operation with an occupying enemy or, in peace-time, a working together with voluntary agreement.
They obviously want us to think of the latter definition, but can such a thing happen under compulsion?
