the basc have a download with changed conditions on it
deemed suitable by the chief officer of police for the area where the land is situated and over which the holder has lawful authority to shoot
these words were in italics so they could be omitted once the certificate holder has demonstrated competence
but there are no italics in the new condition
is this a typo or will the fac remain closed

the italics are for the purposes of the document only to show the reader what the police remove from the closed condition to make it an open condition.
 
I haven't seen it, but surely not all of that sentence was in italics?
Why would they want to remove the words: "over which the holder has lawful authority to shoot"?
