Good plan, but needs someone to join up the dots at the back end with a relational database that actually has "clean" intel... Sh*t in, sh*t out.
Driving licences are held by about 35m in the UK. One licence covers the individual for as many cars/bikes/vans/lorries as they can run, so the only changes required to the licence are address every x years and the initial notification of the passing of additional tests ie if you pass on a manual car having taken an auto test, motorcycle, HGV etc... All of this expires on your 70th birthday, so it's pretty much an issue once and forget about it.
There are in total around 700k SGC and FAC holders. SGCs are pretty much as per the Driving Licence as you can hold as many guns as practical, the FAC isn't... With multiple calibres and rifles that need to be listed individually on each certificate, there are endless changes and permutations available. Great news for us as we would only need the plastic (issue once) licence carried on us, but the database would have to be updated and online 24/7 for 1:1 variations and new calibre requests, along with ammo allowance changes.
Not an onerous task if the right company is managing it - think online Retail companies, and how they need availability to be able to trade - ie 5 9s or 99.999% availability or downtime of 5.26 mins per annum. Very simple if you know what you're doing... However, give it to the lowest bidder and it will go to Hell in a handcart within 24 hours!!!
A single call centre, centrally managed database, with Live/Live failover giving 5 9s and access online for all Police Forces - via PNC - and yes, it would work.
Other than that, then no.
