Not quite, there are still a few very deserving of receiving an honour, but Bliar certainly isn't one of them in my opinion.
Some deserving recipients that immediately come to mind are Max Woosey and Tobias Weller both young people who have earned my respect as has the fantastic little boy whose name I cannot remember who lost his legs due to maltreatment by his parents. I get a real lump in my throat and well up when I think of kids like that, and it makes me think that not all is lost with the world.

He must have done whoever put him forward some really big favours, they are the ones that should hang their heads in shame.
If it is ever disclosed, I wouldn't be surprised if they had some sort of association with the murdering scum that received 'get me out of jail' letters.

They are appointed by the Queen on recommendation from those that supposedly know his good points, the same system as used to appoint all the other awards like BEM, MBE etc.
