My diary of my FAC application 😵‍💫

Here we are in December. Update is still a no. 14 months in, a polite chase message said its been processed awaiting FEO response for interview and home visit. The funny thing is, since I moved to Blandford Forum, I'm literally a 2 minute walk from the police station!!
Can anyone suggest ways to tactfully, and without rocking the boat, get this moving? As much as I'm aware an FAC grant is a privilege, when you've followed the process that's cost £200 Inc doctor paper work bits, this wait is beyond unacceptable. All advice or thoughts appreciated.

It is what it is. The police are not resourced to make it happen faster. They don’t have the resources to do what the Home Office requires on them.

If you want guns faster, move ti pretty much any other developed western country.
 
Well, I have an update of some promising forward motion at last. Following a post from a fellow forum member, I dropped an email to my local MP, expressing my frustrations with the slow progress. Fair play to him, I received a reply within 48 hrs and he is forwarding over to Dorset Police. So, let's see what happens next.
 
Another little development, I sent my once every 2 months chasing email asking for a progress update (don't want to be more frequent to not cause bother), and I received a reply saying the same challenges and delays persist and I can withdraw my application if desired for a full refund.
Nope. I'll keep whatever place I may be in the queue.

Keep on waiting.

Hang in there. You won’t get your medical form fee back which sounds like the biggest outlay.

Very much so, surprisingly pricey. Can't be more than 15 mins surely? Understood their time is very valuable mind. GP surgeries do well from things like this.

My patience would be wearing thin by this point. That comment would be gloves off.
Remember they are not doing you a favour, they are providing something you’re (unless there’s a legal reason otherwise) entitled to.
The first words in the Guidelines iirc go The Police “Shall” issue a firearm certificate. Then gives caveat on unsuitable people. The premise is that if you have good reason you get what you ask for.
So I would take said email and send it along with my complaint to the Chief Constable and PCC. Probably include my MP, hell I might include the Home Secretary too (not that I expect much but the name in the email chain might rattle a few cages).
The fact is that since I got my first certificate (they were still three yearly) nothing much has been done to improve the service. Yet the requirements from Government have increased, they couldn’t even get the medical farce correct.
When you can buy almost anything on the internet. You still can’t fill in and pay for your application online with my force. Payment is either cheque/money order or they ring you for card payment (not exactly efficient is it?). So much of the problem is caused by the failure to use the technology available. The refusal to take moderators off ticket and a few other things that could easily take away some of the workload.

If you want different, vote for a government who are competent economic managers and who fund public services.

I'm sorry but that is not entirely true.
The police could tell government that moderators no longer need to be on ticket. They could also implement online payments and form filling, some have started to others have not. They have wasted millions on failed systems over the years, just look through some of the sporting press if you want the details.
I have had enough arguments with my force over things that were not Home Office Guidance. So telling me I'm wrong and it's all the Governments fault is rubbish. They could remove much of the workload by going Digital taking out the physical workload of putting all the details in manually.
We could have an electronic system for transfers etc as opposed to email and manual entry. Have an Account sign in enter details, far quicker for them to review rather than enter everything in.
You can do virtually ever other kind of transaction online, so what is the holdup?
 
Well then - guess what plopped through my letterbox this a.m? Only my FAC - processed in 9 weeks and with me the very day before the old one expired - who would have thought it?
Soooo a very big well done to the PSNI’s Firearms and Explosives Branch for a job well done - certainly something to be applauded - indeed even savoured.
Now, of course the SD cynics might well say that this miracle was only achieved as a direct result of me (again) writing to the Chief Constable following the utter pantomime of my trying to complete the “on/off-line” regrant process and the subsequent “exchange” with a Chief Superintendent but that would be churlish, would it not?

Bedfordshire, I did my co-tenuous FAC/SC renewal, all apps have to be completed online ( Not most user friendly) 7 weeks start to finish, I think that’s good when compared to other forces
 
Well, finally a very positive update.... Had a call from my local FEO, interview and home safe inspection in early January, with a view to get me licenced by end of Jan.
So fingers and toes crossed this happens, I'm not going to get excited until the entire process is complete with FAC in my hand. We'll see 🙂
 
I would love to get into FAC and would be very happy with just Airguns but with the current permissions I have (small fields ) I don’t think I’ll be able to justify the needs?
 
Having followed this thread with a vested interest (Another Dorset resident)..I will share my experiences with my renewal via D&C.

Coterminous licences due to expire in June 2022. Full application with all relevant paperwork sent Jan 2022.

Deathly silence but ho hum I was aware of the trials and troubles D&C were experiencing......5 months....we'll be fine.

June approached ..no news....phone calls and emails sent...8 week extension granted to Aug 2022. Pressure off....not worrying yet.

Week before extension runs out....not heard a dicky bird......chased and chased.....phones picked up and put down so as not to have to speak to one of the great unwashed .....Eventually spoke to a real life human who assured me an extension/temp permit was being processed and to rest assured.

Day before expiry of extension.....No temp permit received. Panic setting in now......rang and was told to ring tomorrow as they couldnt process the temporary permit until the extension had run out. Suddenly i'm in Yossarian's world.

Rang on the day of expiry and was assured all was in place, I didn't have to RFD my guns and the permit would be in post (phone call noted).

Section 7 permit arrived as promised.....extension until Feb 2023.

Autumn came and went....no news........Christmas approaching.......overseas trip planned for Feb (coming back the day after my Section 7 expires).....panic now setting in.

Rang...emailed.......nothing....

Right...sleeves rolled up and coming in off a long run in cricketing parlance.I decided to remind the local PCC and Chief Constable of the failings of the D&C Firearms Department. When you read what the Police do, what their role and mission is there is plenty of talk of stakeholder commitment , duty and....accountability. blah blah blah....... So i pointed out that they were failing in their duty to a stakeholder and how when said stakeholder had followed all rules, regulations and procedures, the ensuing service was well below what a reasonable person would reasonably expect.

What the head of any department or company hates is a letter of complaint on their desk because they have to act on it and acting on it takes precious time up from essential form filling, important box ticking and general compliance hoop jumping. It also creates a huge blot on their pristine 100% Outstanding service assessment by HMIC and creates more forms, more boxes and more work....so the quicker a "complaint" can be handled, delegated or generally dealt with the better it is for the all.

We wouldn't hesitate to let Jeff know that the toasted sandwicher maker I bought of his website didnt arrived via my Prime subscription the day before I bought it but when it comes to the Police or NHS we seem to shrink in our shells and mumble..."Well it is the Police...I don't want to upset them". Last time I looked most of my Council Tax and half of my earnings seen to be taken away to pay for these "services" and I cant remember them saying they were happy for me to delay filling in my SP30 form for 12-18 months!

Two days later I had a call from a very friendly, professional and incredibly efficient FEO who with the aid of an email explaining my "good reason to possess" for each gun, sailed through the application in double quick time. Later that day referees, club secretaries and land owners were contacted by said FEO and the jammed cogs appeared to start grinding slowly.

A colleague who took a similar approach even had a phone call from the Police apologising for the delays in the service he had, or rather had not, received.

So......we shall await the fall of the envelope on the mat.

There is no excuse for shooters putting up with this pretty much UK-wide “service”. If anyone is prepared to sit on their thumbs when it comes to dreadful service from the police or anyone else then they have no-one else to blame but themselves (you can get a sense of my feelings on this from previous posts see on this thread exhorting members to write to their CC).

A little flavour of my own letter to PSNI CC:-

“My purpose in writing is to say that I have never encountered a more inefficient and ineffective IT system than that currently being used in the Regrant Process for what should be a relatively straightforward process.
I have reached this conclusion after a very frustrating time today where for example I encountered delays of up to 10 plus minutes for the system to even accept a single firearm detail in each of the first three records I was entering……”

From discussions with shooting colleagues I know that they too have encountered similar frustrations and I could give further examples of just how inefficient this system is but I hope you will agree that I have expended quite enough of my time already.
My purpose in writing therefore is to:-
* place on record my utter dissatisfaction with this system;
* draw your attention to the systems inadequacies; and
* ask what is intended to be done to improve this broken system and by when?”.

Aye my own FEO said once it’s with his superior and if it happens to take to long to be signed off, fire off an email using complaint in the wording, he reckons it will get my ticket done asap as the hate a complaint email and it’s logged etc etc so when I get back home this week if my ticket ain’t there I’ll enquire if it’s been signed off and sent out in post and if not I’ll be rattling off an email of complaint to give the whole final stage a hefty shunt…..
