The simple answer is you cant. On release in a couple of years they will be straight back at it.How can you reform that sort of character so that they can be released in safety and they will not do it again upon being released from prision

Make prison such a vile and terrifying place to end up along with brutal sentences that it would deter most.
Prison for habitual criminals is a badge of success and elevates their status.
People make mistakes and perhaps deserve a second chance, personally I know a couple who have had just that experience and had an opportunity to reform. It is from them that they assure me that a lot of the other inmates pay no attention to the system and have no intention of reforming.
I have visited 3 high security prisons in a former life and had this explained to me in great depth by the staff and with brief interactions with the inmates.
Sad situation tbh. Plenty of carrot but not enough stick.
