I've taken more deer with 165 gr bullets in 30-06 than any other combination. I understand that H4350 isn't an option but, that's the burn rate that works best in this scenario. However, in shorter barrels faster burning powders work well. Just my 2 cents but, if it were me I'd start with N140...
I've had good luck using RL16 when H4350 isn't available. Generally speaking, it gives me a slight velocity boost. As mentioned above, IMR4350 has been faster burning in my experience. I need to dabble more with the Viht powders as they tend to be in stock at most of the large online retailers.
I have had great luck with the Berger 185 gr Juggernaut for long range shooting. Varget and PowerPro 2000 work well for me. For deer, I use 165 gr bullets.
