Stalking is avalible to everyone, just at a price. But I would rather that than not having a clue who’s on what ground. I don’t think roe does at approx £80 per outing is not that expensive.
Finnbear most of the deer cull would be achieved during winter months and office type workload during summer months checking leases showing people around new leases carrying out firearms test.

I enjoyed the course and getting to meet and hear other people's opinions and stories, but if you can't get the time off I see not harm in doing assessment only as you say just need to read up at home when you have the chance.
Definetly recomend dstraining.org I found that helped a lot.

Only penalties would be if you had an accident insurance wouldn't cover you and your employer could be charged for not providing you with training. If worse case you died could even be charged with your death.
