I'm guessing it's a but of a workload snowball. As more people are approved then more site applications turn up for them to process. Those have a 5 day response time limit and so would have to take priority.
I find it amazing that it is all automatically approved. They're purely relying on the applicant to state that they've exhausted all other legal means of good management and fit the rather ambiguously worded requirements?? 🤯
There's no way of this can be the process. What if notification isn't received or due to staffing etc they can't process them in time.

I had an old guy come stalking with me who had a really simply yet ingenious piece of lycra that he had strapped around his chest. When needed he simply pulled it up over the lower half of the binos and it held them still. Very cheap, lightweight, simple and worked perfectly.
