Neil McKillop does these, and unlike a lot of people he does it on a mill. The problem sometimes doing the job on a lathe is that the momentum of the the bolt rotating in the fixture can lead to the bolt handle separating from the bolt. Remington 700 bolts are only silver soldered.
Doing the job on a mill eliminates this risk.
