Hi guys could anyone tell me if its safe to shoot factory 308 in a Parker hale 1200 tx target in 7.62x51 as finding milsurp ammo is not easy here

While the cartridges may differ very slightly in dimensions it's mainly pressure which are different and although it might not be ideal with sane loads to under maximum mean CIP or SAMMI pressure is should be fine.

Now to get best results have you checked what twist rate your barrel is? P-H offered a couple of optional twists so best check which you have. The standard twist was aimed at the Nat0 weight bullet and the 150 rain commercial ones.
 
It would appear up to about 1981/2 the standard twist rate was 1 in 12" then they switched to 1 in 14" but in about 1984/5 they offered the options of 1 in 12" again plus a 1 in 13".

Is there a way of working out the age from the serial number ?

Not that I am aware of.. The best way we have is the private view mark and that requires the stock to be removed as for some strange reason P-H had the proof marks applied to the bottom of the barrel. The view mark is most likely a a pair of crossed pennants with letters at 3 o'clock and 9 o'clock and a single digit underneath at 6 o'clock. the letters give us a year code.

For some years the view mark is in a circle of oval with no crossed pennants.
