There are a couple of choices I think, none cheap though.
Global Rifles import civilian and sniper platforms, doubt you'll get anything under £2k...

As for Global Rifles, it may be worth canvassing for opinion before parting with stacks of cash.
I've met them once and it didn't leave me with a great impression, nor does their website or terms and conditions....

Physically I can't see much too it
other than a relocation of the bolt handle to the front of the bolt,
    an appropriate stock/rail.

the tricky thing with all bullpup rifles is the trigger.
Notorious for being sloppy and lacking feel.
DTA appear to have solved that if even by their own admission.

anything is possible if you (or someone else!) have/has the skills and you have the cash! (your "without costing the earth" statement might exclude you from this category!)

why do you want a bullpup Tikka? Just because? (and that is a good enough reason for any conversion of anything in my book BTW!)
or do you just want a very short rifle?

I've used a DTA rifle in a competition, the trigger by bullpup standards was very good, for a 3K rifle it really wasn't there..... the rifles are made for a specialist market where size is an issue, for target use they offer no real advantages, other than that, if you can learn to live with a tight trigger pull then a bullpup conversion would be an interesting project as a woodland stalking rifle, as to other options, in .223 there is the Steyr AUG it will certainly put hair on the chest of your trigger finger

Pfeiffer Waffen, accurate and a great trigger, by any standards, certainly much better than my present Blaser.
26 inch barrel, and 27 1/2 inch length overall. short enough for anybody I would have thought ?

    Minikeeper,

Personally I don't see how a standard CF bolt action can be converted to bullpup at all, I think you'd spend a fortune on a so-so experiment that you could in theory buy a proper bullpup rifle for anyway.

if you want to convert your tikka, why not shorten your stock by a good 6", cut the barrel down super short and stick a shortish over-barrel mod on it, you then stick a shortened piccy rail under the stock, and add a front pistol grip like the bullpup's, but with a rail mounting system. I would also consider shortening the butt a wee bit and putting on a match style pad that can be pushed upwards (like with competition free hand shooting .22LR), and pushing the scope further forward to compensate, with high mounts. When you're sitting in the car and looking out the you will have a very similar body posture to shooting standing freehand, especially if you're shooting out the passenger window.

I personally am toying with a left hand .223 action in a right hand stock, shortened in this same way, to be used from the car out of the drivers window. I believe cycling rounds with the left hand will be significantly easier, and you can leave the front of the rifle sitting on the mirror whilst you do it.

I can build the custom stock for you if you wish, just let me know.

    regards,

    Peter

Here's one, I think it was mentioned on here a few months back:

Pfeifer Waffen 6mm PPC SR2 BULLPUP, C/W DIES, CASES, AMMO 1,400.

There was a bullpup called the Crapahute that was made my a small gunmaker in Sallanche down near Chamonix. It used a Mauser 98 action, with your face using the action as a cheek piece. Trigger was a rod that connected the action trigger to the trigger on the pistol grip.

A bit of googling found this http://sites.estvideo.net/mauser/GEX.JPG
