no i disagree, it is quite clear and sensible and leaves it up to me
its very striaghtforward
the only controls in HO guidance are for Deer, Fox and Boar (which as they are not endemic Police Scotland deal with ad hoc)
Police Scotland say if you have:
1A Vermin and Ground Game - shoot everything you want up to the largest ground game - shoot mice if you want
1B Vermin, Ground game and fox - shoot fox and below
1C Fox and Deer (small roe deer in practice although my .243 has this code as it is a calibre that is specifically used for fox) -
1D Deer (large species) - shoot foxes, rabbits, crows, rats etc if you want but the main purpose and your good reason for having the rifle is large deer.
I have boar added to the big ones too
point being if you want to waste £2 a pop slotting crows with a 300WM as no deer showed up then on you go! Its YOUR rifle
