Thats most likely because its too slow you should be looking at maybe Vit 130 or Vit 133 or maybe even Vit 120,
as the 17 rem is based on the 223 have a look at data for Vit powders for that cartridge, usuallu for light bullets it should be of the faster range.
If it isn't listed in the Vhitavuori website and manual there is usually a reason such as already mentioned, too slow. N130, N133 or N120 are more likely to be suited to this cartridge.
I find 140 to be brilliant in the 17 Rem. Higher velocities can be achieved with other powders, but N140 has never shown me the unpredictable pressure spikes I've seen with N135 in this calibre.
N140 is near as dammit the same burn rate as Re 15 which I belive Mr Potts raves over in the 17 remington. Although it is way to slow I use N 150 and still manage to shoot bughole groups with my Sako 17 remington and 25 Hornady I also have N130-135-140 to try yet. N135 is also reckoned to be a good powder. Not had any pressure issues and no foxes or corvids have complained so far.
