Makes sense, usually when forming cases from and other cartridge I try to go up with the neck, rather than down, for the reasons you mention.
Necking up will cause the same issues as mick has mentioned.

Can’t say as I’ve ever noticed, would assume the bulge is from excess brass being forced down as the the larger neck is squeezed to a smaller dimension, whereas necking up the brass stretches and gets thinner.

Plus I’m really not anal, I don’t shoot any serious competition amd can shoot deer accurately at the distances I wish to, so don’t need any more.
