Think I understand you, VCRA 2006 only applies to metallic cap type primers used in rifles and pistols and to buy them you need an FAC, percussion caps and shotgun primers 209 are not included within the VCRA and can be purchased without any certificate, FAC or SGC not required.
The essence of the law is to prevent illegal production and illegal possession of controlled ammunition. Complete folly but that's politicians for you....if a retailer discerns a legitimate reason to obtain metallic cup type primers usually used in metallic cartridge loading and a license is produced of any type he is acting in the essence of the law.

dangerous game to play by the retailer if they want to keep their RFD certificate, no defence if it went to court however unlikely that may be. And both the seller and buyer or even attempting to buy are committing an offence.
I doubt it would go to court they would just revoke the RFD certificate.

Not worth the risk, just to use brass cases in a shotgun is it really? After all used plastic shotgun cases can be had for free from virtually every clay ground that use 209 primers. Any other reason for attempting to purchase them without an FAC is surly why the law is their.

Was it not the offensive weapons bill of 2019 where they tried to impose even stricter legislation on reloading components, so maybe not help them justify them in the future.

Or….

Get an FAC with a Cf calibre on it then you can just buy the LR primers anyway. Chances are the majority that load shotgun also load CF.
 
Or you can save yourself all the hassle and modify the brass to take 209 primer,s. End of problem. Surely not beyond the wherewithal of most reloaders to drill out the primer pocket and ream to the appropriate size. Plenty of folks already do it for various reasons like firing wax bullets etc. I have just watched a YouTube video showing one method
 
I would suggest that within any of these grey areas of the law on firearms it is simply not worth the risk to your certificates or freedom to get into those grey areas.

The procurator fiscal and the crown prosecution services make a living on finding ways to prosecute and many of these technical areas of the law are what trip criminals up. They may not get sent to jail for drug dealing or gun running, but some technicality on firearms law or tax is enough to have the desired effect.

And you don’t need to be prosecuted before you loose your FAC.
 
Yes I would say 19grams in a 2 1/2” is on the high side. Eley Fourlongs are 12.5grams. Their new trap load is 14 grams. Gamebore’s are 11 grsms.

19 is a typical 3” load.

Watching with interest. And does any body make a set of 410 dies that can be used in a normal rifle press?
I had a go at fireforming .303 cases into 410 and found that my old 45 acp lee dies from my pistol days work very well. The size/decap is a perfect fit although it needed a bit of 'adjustment' with a hacksaw.
