Once black powder is in an "article" such as a firework or shotgun cartridge then it is subject to the rules for those items. in the case of a firework the fireworks laws on age etc and for shotgun ammo a shotgun cert must be produced upon purchase of cartridges.
It is only when you remove the black powder and holds it loose that you require an explosives certificate.
