Look for a Tikka M595 rifle with a shot out barrel, (mine cost £250 a few years ago), get a Lothar stainless barrel of a suitable weight/length for your purpose fitted, and away you go.
These are far better than the current offerings from Tikka, and also have decent tuneable triggers........I use my 223 for target shooting, and it's as good as many a "custom" build.
