That would be the point of making the guidance statutory.

If it was then it would be very easy for an individual to challenge any department that was making up their own rules that contradict the guidance, so they would soon learn to follow the guidance.
 
Why oh why aren't BASC all over Cumbria.
Surely some legal grounds to hold the CC to account.
What's this rubbish about recording home loads?
 
Still waiting for mine. The renewal date will, I'm guessing have to be based on the old expiry date as if it was dated 5 years form issue, it would be a new application and a different process. It will be due to the wording of the Act and they can't do anything about it (other than be more efficient)
My new 'ticket' runs from the issue date, or I would have had well over a year knocked off. (Relevant to ammo purchase).
 
Herein lies the irony. Just a few miles south of the Cumbria border, I have been told several times by Lancashire FEOs there is no requirement for me to record reloads in the ammunition section, as I am not purchasing them nor being given them by another person.

It seems to me with the growing disparity of firearms licencing performance and advice, the sensible solution would be a centralised team who deal with firearms licencing working through a network of locally based FEOs. It would result in more consistent decisions, information and hopefully a better turnaround time on average. That said I don't see it happening as it's far too logical!
I am in Cumbria and have never been asked to record my reloads . Must be the individual feo ? The best one retired back in 2021 .
 
I submitted my renewal paperwork to Norfolk in December, my certificate expires in a couple of weeks and I hadn't heard anything until a couple of weeks ago when I was sent the standard 8-week extension letter. Still not been contacted by an FEO to arrange a home visit though.

I think all Cumbria FEOs are asking for details of reloads (numbers). The thinking behind it being they want to check you're using them, to show good reason. Which they can do if you are buying factory ammo because it's on your certificate. But not if you just reload. Frankly, I do, in any case note down what loads I've done and comment on performance. I'm just doing it for my own benefit really though. Of course there's no compulsion to do it and if you do keep records there's no compulsion to show them. But that doesn't mean they can't ask either.

I keep notes of all my reloads as well, including performance data. I don't show them to the police as there is no lawful requirement for them to see it.
 
After about 18 months wait, I received my renewal yesterday. Dated from the first of this month. Hopefully they are starting to get their act together now.
 
its time the police were stripped of this and the money spent on a dedicated service, im still waiting after a complaint to the police im told im first in the list but no time scale. utterly useless and then they make up nonsense about reloading
 
Chief Constable of Cumbria Constabulary, Rob Carden, has committed additional resources to the department, with a view to resolving their current backlogs by 22 July 2024.

Deputy Police and Crime Commissioner for Cumbria, Mike Johnson, got the ball rolling on this following a conversation with BASC at a local gamekeepers event in March. Since then we have seen a 30% reduction in outstanding firearms certificate renewals and a 42% reduction in shotgun certificate renewals.

Then at a meeting with BASC last week the Chief Constable a date has been set for 22 July to resolve the backlogs with additional resources promised to achieve that.

 
A further positive development.

Cumbria police revealed during the latest meeting with BASC that it is making rapid progress and has reduced its backlog of renewals by 57 per cent since the introduction of new resources in April.

BASC’s head of firearms Martin Parker met with Superintendent Andy Wilkinson and Chief Inspector Lee Skelton last week where he was reassured that the force is still on track to cut its backlog and the officers underlined the force’s commitment to hitting the following targets:
  • No backlogs on renewals
  • Grants issued within 17 weeks
  • Non-judicial outcome suitability reviews within eight weeks
  • Variations within four weeks

My Surrey issued FAC expires today. I did get the 2 month extension letter sent to me back in early Feb, but as neither my referees or I have heard or received anything from the FEO I think i might be waiting a while longer yet.
 
Just an update to this subject. I put in a variation to add a 222 to my ticket about 5 weeks ago, from Cumbria. Got a phone call about 3 weeks later checking a couple of things then ticket arrived shortly after that. Rifle and moderator added. Couple of typos so I emailed the firearms dept. and got a call same day. Sent ticket back and had it returned all sorted a few days later. The lady I dealt with was very helpful and the turnaround of about 4 weeks was much better than I expected. To be frank, a pleasant and efficient experience. Long may it last.
