I believe you can possess S2 ammo without a certificate as well.

As I understand it, the motivation for the tightening of “ammunition manufacture” legislation came about as there was concern about certain S58 obsolete firearms being too easy to make ammo for and be used for criminal purposes. (Particular concern was 44 Russian chambered revolvers I understand but I’d be happy to be corrected)

Certain chamberings were removed from the S58 list and I think that should be the end of personally. A shame collectors and historic arms historians now have extra hassle for there legitimate activities.

The right answer would be effective policing and prosecution but that is apparently too difficult.

I think there are 38 laws on the statute books at the moment that have clauses that pertain to firearms in them… surely that should be enough…
The odd thing about S2 ammunition is that although you have to show your certificate to buy it. you can gift it to anybody.

The Nov 2022 Home Office Guide on Firearms Licensing Law says:

12.88 Whilst there are no limits imposed on the number of solid projectiles that a
certificate holder may purchase for manufacturing ammunition, a home loader must
not manufacture more than the maximum quantity of ammunition authorised by
their firearm certificate.

12.89 Some reloaders may test ammunition by firing groups of 3 to 5 rounds, and
repeat the group several times to measure consistency. As bullet designs,
cases, primers and propellants are so varied, it is not unusual for home loaders
to require larger amounts of missiles (bullets) for their research, and possess
them in addition to any factory or other home loaded ammunition already held
