God knows where this came from and what it’s for ?
I found it in a box of junk.
I would guess it’s for clamping something in to “square off the end” of it, what ever “it” is.
It has a patent number on it so I guess it was at one time commercially available.

Yes - spent many hours leaning over a drawing board using one for measuring off link lengths (distance between one junction & another) to input data into strategic transport models many years ago pre CAD & GIS! About as accurate as sneezing in the wind so once you’d gone down the road you reversed it back along a true scale to measure the distance off.
