Discovered this defective round to from a box of Remington Magnum Rimfire .22 WMR 40gr.

Only reason I seen it was when I was opening the bolt to and taking the mag out as I was finishing up for the afternoon.

Seems to be missing part of brass casing.
Strange one.

I would say the case mouth hasn't been chamfered / flared enough and , upon seating the bullet, oh go on then head , the brass has buckled.
I've seen it a few times in 22,wmr ammunition. The brass is very thin and easily starts to buckle.

Yep, I've seen that before. That's a CCI bullet by the way.
CCI bullet branded as Remington??, I didn’t know that to be honest.
I’ve actually tried the CCI maxi-mag and the just couldn’t group at all and the remington are actually spot on.
I’m going to just try pulling it somehow and bin it.

CCI load for most brands.
Federal use to load their own but the 50gn are now a longer maximag bullet.
Your Remington may have a different powder or charge weight.
Winchester load their own I think.
I like the CCI bullets, not explosive but penetration is good.

I might actually get another box of the CCI maximag and try them again. Only reason is at first the only round I could get to group anyway decent were the Vmax and even though most will say not to clean the .22 wmr I did. The barrel was filthy and the bolt had this thick layer of gunk all over it. Gave it a really good going over and it’s a different gun altogether. Glad I did. Now have the 40gr Remington and V-max at proper grouping out 100m.
