Neck sizing has it's place. It's handy to neck size new brass if after first firing, or second etc, you can't feel a little resistance to closing the bolt on a fired case. Then you have a proper datum to bump back from.

Likely a lube issue as said above or perhaps even a gummed up die.
Without reawakening the F/L or N/S debate I would ask what you will be shooting? With a .223 I guess it is not target in which case you really do not need to worry about a 2 thou variation - a fox out to further than you can shoot will not know the difference in case length and any variation in PoI will probably not even be measurable.
This of course does not apply to that rare breed of long range precision target shooters who do everything possible to obtain accuracy….

No one had previously mentioned headspace (Excessive or otherwise) Ken, but it's easier to set correctly with the right tools - less bother. - At least, I think so.

i started off using a pad and lube, that worked fine, then moved to doing each one separately with imperial, that to worked well, been doing it this way for over a year npw and till now has always been fine, and its a bit easier when your doing 300 cases,
That's how I do mine. Been doing it the same for 20 years. Easy , quick and effective.
I used to mess about doing each individual case between thumb and forefinger.
Batches of 100 in a bag , a few sprays , a mix about and your done
First thing to do would be to give the die a good clean to remove any build up of lube or dirt.
Go back to using imperial wax. Just apply a little with your fingers.
If your sizing with the expander ball in the die its possible it could be stretching the case on the way out.
I prefer to size with the expander ball removed and use a mandrel to expand the neck.

well, i do use an expander mandrel and i did take the expander ball out of my die, but i found out my mandrel was stretching the length of my brass, so i took 0.002" off the expander ball so it wasnt so aggressive and then finished with the mandrel, problem solved,
