Somewhere there's a list published of non native species, detailing which are considered "invasive" and which are not, and which can't be released after rehabilitation.
Because CWD are not significantly expanding their range they're not considered invasive, despite being non-native. At least, that was my understanding of it, when I read it.
CWD are on the list that can’t be released (see the link I posted above).

i would disagree about expansion.
last 10 years numbers have exploded north of huntingdon. from odd one to seeing dozens on a few fields.
and seeing less muntjac where they were common

That would be typical of our bureaucracy. It's fine to release a non-native species up until the moment where it's too late and its invasive.
