Ruled 'out of time' for JR - Given the detail and suggestion that the decision was taken earlier by virtue of relative powers, this decision has to be appealable or the law is just so much 'fluff'.
I am surprised at the judge (maybe the judiciary in Wales is 'in thrall' of politics) its a fairly unique ruling that the parties to the JR could have had no idea was valid or they would not have brought the JR.

That's a very disappointing outcome. Like Kes rightly said, the fact that the JR was brought at all shows this technicality could not have been common knowledge.
3 organisations working together and none of them were aware of the time limit? Seems strange
