Max COAL .223

The max cartridge base / ojive length on my Remington 700 .223 is only .016 more than the SAAMI.

CAOL according to SAAMI = 2.250

Max COAL for mine = 2.266

Does this sound about right? im asking in the context of finding the best seating depth for my rifle, and im wondering if this level of head space is about average?

What are you referring to as 'headspace'?

I have some rifles that run longer than Sammi, and one in particular where if I run Sammi, I can't shut the bolt.

Every rifle is different !

I think you're getting your terms mixed up.
COAL is as it says .
Ogive is the curved area between the bullets bearing surface and tip (meplat).
Headspace is measured to a datum point on the case shoulder and references to the space created forward of the bolt face when the case is rammed forward by the firing pin , hence "headspace ".

Not all bullets will allow max SAMMI length due to the shape of the Ogive and you may find the manufacturers recommend a shorter OAL for this reason . Manufacturer recommended OAL are generally a good starting point .
