Poi charge from low to high magnification when zeroing thermal scope

Zeroing a thermal rifle scope Hi as anyone any thoughts on a change in poi when changing from low x4 magnification to high x12 when zeroing.
And It wasn’t till I fine tuned the zero on the scope in high magnification x12 that it stayed the same poi
 
Is it a parallax effect , I was told always zero on max mag to avert this problem , this was with a day scope .
 
Definitely zero on the highest mag you can because each "click" moves the reticle a much smaller distance than on base magnification
Look at the numbers and generally, at base magnification, one click changes the x or y value by one
At x2 digital magnification, one click will change the numbers by 0.5 and at x4 digital zoom, the numbers the numbers will change by 0.25 etc
