I managed (with a bit of very pertinent advice) to resurrect Strelok Pro using IMaze.
Basically I found the YouTube stuff was older and didn’t work on my iPhone.
You need to have bought Strelok/Pro on the Apple App Store prior to the ban
Have use on the new device of the SAME Apple ID (having changed the password is ok)
Use the IMaze website.
Follow the instructions, I struggled a little that why it took me 10 minutes to do.
However I now have the same version as before, the date that was on the app when it was lost to me (about 4/5 weeks old, as I still had it on my iPad, I’d not lost that, just the ability to install onto my replacement phone).
It’s designed not to allow you to download an app you’ve not owned, so it’s not piracy in any way.
