They don’t spring back, you will need to squeeze it together firmly and whilst really tight, slip the claw over the feet and tap on to hold, then lift the claw up and over the bolt body and push all the way on and turn into the groove.
The collar will reset its spring and be as tight to take off next time...however, they can break from metal fatigue, so I recommend oiling from outside and only removing every half dozen years, and only really if you suspect rust or grit.
