So very sad that this need never have happened, at least in a significant part the police are taking responsibility for it. Yet never miss an opportunity to suggest the likes of; shotguns being treated like section 1 firearms, or pump action shotguns not used for clay shooting.
 
Back on track. D&C police admit to licensing failures, and some share of liability.
They were poorly trained and under-resourced . . . all the fault of the Home Office then.:oops:

Is your 3rd link suggesting that the Weatherby 459 was used in the killing? He only had a SGC and the link clearly states it requires an FAC to purchase.

They will have crimped the magazine to restrict it to 2 cartridges, which makes it suitable for Shotgun certificate.

The Davis guy from the Police when giving "evidence" (though what evidence a copper from Warwickshire constabulary can give when he was hundreds of miles away and played no part in the decision making process can give?) said in his evidence that "in thirty odd years of clay pigeon shooting" he had only once seen a pump action shotgun being used tells me he should get out on shoots where ordinary working lads go. You can see the type of shoots he goes to from his statement and he needs to get out more.
 
"Will Kerr, who took over as Chief Constable of Devon and Cornwall Police in December 2022, said: "Steps should have been taken to safeguard our communities and for that failure I am truly sorry."
Mr Kerr called for changes in national firearms licensing policy.
He said: "I accept Devon and Cornwall Police has failed our communities in regard to Jake Davison, but had there been clearer national guidance, direction and specific legislation concerning firearms licensing - decision-making locally may well have been very different."
The MP for Keyham called for a review of every shotgun and firearms licence issued by Devon and Cornwall Police.



The above is just one passage from the BBC report that I find hard to accept.
The guidelines were there, but they weren't followed by D&C.
At that time D&C had chosen not to step into line with Police Scotland, or many other forces in demanding routine medical clearance of applicants by GPs.
Only when Davison declared autism & Asperger syndrome on his Form 202 Application was his GP contacted.
The GP replied that he wasn't medically competent enough to make an assessment. A whole catalogue of errors from D&C then ensued.

Mr Pollard said: "I do not have confidence in Devon and Cornwall Police to issue firearms licences, and every gun certificate they have issued must be reviewed in light of the failings laid bare by the inquest.

New Chief Constable, has just said on Local TV (Cornwall) he intends to scrutinise every renewal and issue of licences, because the rules are archaic, and he intimated he doesn't see a need for anyone to have a gun. The victims families will no doubt sue the D&C police over their incompetence, which will bring more pressure on licencing throughout the Uk.
 
They failed. The guidance is there, most are following it and a good number went above and beyond in terms of early adoption of medical reports.
D&C’s reference to unclear guidance is bluster to distract from their culpability, and is shameful way to try and avert blame. Corporate manslaughter charges should be considered against those charged with responsibility for this function at the time.
It therefore seems that if D&C had properly assessed the application he would never had a gun - simple .

They showed video footage of Davison attacking some youths who were playing in a park, apparently one had shouted something, the attack was quite brutal, yet he wasn't charged with anything but was made to do an anger management course online..................pathetic Policing, which if handled properly could have averted this tragedy.

My understanding from earlier reading was due to COVID he wasnt prosecuted but given an anger management leaflet.
 
In fairness to the Op’s original observation it should be clear that all Authorities involved simply want the challenges of firearms licensing to go away. And what better solution to such, than simply making it all but impossible to qualify for said Certification?

That’s how most members of the Public will see it rather than risk the likelihood of further failings due to under funding, physical resource and diligent application of what’s already in place.

It's a fair bet that there will be a push to put all shotguns on S1, on the basis that the SGC system is "oudated" and too lax, and also to increase licencing fees to the much-quoted "real" cost of perhaps £200, not least "to pay for background checks and training".
 
If this was NRA USA we would have a whole page advert in every newspaper pushing back, showing where they failed to follow best practice like no GP report no certificate and his violent history that the police ignored and failure of internal processes when they completed the review prior to handing back his guns.

But we will just sit quietly back being the scapegoat.
 
D&C are just wriggling, They dropped a clog and need to stick their hands up and move on, but they won't, they will blame everyone and everything rather than admit they fkd up.
The same with Hungerford and the same with Dunblane, this time though it was out on Social Media before a cover up could get underway.
