From personal experience, I can say that Vanguards/Howa 1500s are excellent rifles. However, without a stainless steel option they are no longer of interest to me.

I tend to agree - the bluing was in my opinion very inferior to German or Finnish firearms

You can buy a Howa HS Precision Stainless Sporter - excellent rifles, I use mine over more expensive options. I guess if Howa makes stainless barreled actions Weatherby could source them? That said, I also have a standard 'blued' Howa which is absolutely fine - no corrosion at all.
 
I still own a 7mm WSM Howa blued it's not rusty but I have kept it clean and well oiled - my comment was on the quality of the blueing - it's just not as deep or dark as say a Sako or Sauer it's barely blued at all - my preference is for Stainless for this reason and I have owned 2 Howa stainless .223 varmint that shot incredibly accurately - I still have a Stainless Weatherby 3006 identical to Howa other than they tend to have longer barrels - all Howa I have owned **** really well and they make excellent barrels.
Although most of my collection is Sako, Tikka, Nosler, Rigby.
