Yes, alas, that is sound advice. You'll be looking at £70 per barrel and if they are chrome lined maybe some extra cost.

On the other hand Teague requires that the gun be sent for a re-proof. And given that steel shot is advised to be used in no greater than 1/2 choke and uses a cup type wad I personally don't think that in the terms of practical use that there is little worthwhile difference in pattern with steel between say 1/2 choke and improved cylinder.

For the energy of steel shot of small size falls quickly at distance.

So to gain better downrange energy with steel we need larger shot size and the larger the shot size in steel the lesser the degree of choke is advised. So having a ability to swap between 1/2 choke and improved cylinder in a future steel shot UK offers no benefit over having the barrels taken out to loose 1/4 and left at that.

And a lot less costly and no need for re-proof.

My miroku has Teague chokes, as I wanted the ability to change chokes, but for my wife’s shooting 1/4 choke is perfect and the added cost isn’t justified when she will never swap. We are very experienced shots, just needed recommendations on gunsmiths as my old one has passed away.

As it's to be done once I'd be almost tempted to look for a gunsmith who can actually bore and fine tune by actual pattern test of the chokes as the work is being done with your supplied selected steel cartridge of your wife's choice. Making sure that going forward it is a loading that will endure and not be here today and gone tomorrow. Yes it will cost more but it will be done once and done right.
 
Wiseman’s fitted my Caesar Guerini Essex Ltd 20bore to me several years ago now…. proper ‘Old School’ Craftsmanship and an excellent job including slimming down the grip and refinishing the wood to perfection. He did advise me to look away when he took the biggest rasp I’ve ever seen off the rack! 😳🤣

Quick turnaround and excellent value for what I felt was not a lot of money considering the time, effort and skill put into it.
