If DMQ are not making a profit and are being kept afloat by BASC then yes, but I do nor know if they are making a profit, so all this is irrelevant until that fact is established.
good luck getting an honest answer from the mill , ask yourself why would they pay to keep it afloat ? think on it
Don't need an honest answer just look at the accounts, which every member of BASC gets(I am not a member by the way). They would keep if afloat as a service to members.
