Have tried 3 local engineering firms and they either cannot help or want more than the cost of a retail lapping kit.I found a one inch ground to exact diameter bar from a local toolmaker as scrap, it was a standard size back in 1999.

@Effnjeff Im sure I can help in a couple weeks time if you don't get sortedI'm after 1" scope lapping bar to smooth out a set of 1" Burris Zee rings.
I'd rather not buy new for a tool that I'll use the once, so looking for a used one to either buy or borrow for the job. I'm happy to pay for rental.
I already have a set of those in Medium on the rifle, but they are a tad high when combined with my rail. I like them not just for the adjustability but also because they don’t damage scope tubes.Not worth the hassle just buy a set of Burris Zee Signature rings fit and forget.

I like the idea of finding a cheap way of lapping the rings by using an offcut bar, but locally it's a no go. I could buy some online, but then I'd still need to attach a handle of some kind to use it as looking at lapping videos online, it looks a fair amount of effort to get the bar moving. Again I'd need a local person to weld or drill and tap one on.
I got the impression that a local machine shop wouldn't bother for anything less than £70, which is about the same as buying a proper lapping kit which comes with no doubt about suitability or extra faffing.
