.308w Winchester XPR - only 21"?

Here where I live short barrels are used for hound group hunts - a bit like montéria here called braccata - while longer barrels for all other, still hunting from stands or ground.

I hunt only wild boar waiting for them to feed on fruit, cereals, water and such, so distances may vary from 0 to 200yds.

I noticed on this barrel Superformance SST give much lower velocities than declared from Hornady on 24".
RWS short rifle pro ammo give similar performance but with less 'smoke n fire' effect, probably faster burning powder.

I'm new to this caliber, using usually 9,3x62 or 300wm 24" - all bolt actions.

considerations on why winchester makes only such short barrels on bolt rifles?
or advices on adequate ammo?

300wm I use sako hammer...and 9,3x62 norma vulkan or geco soft point.
No problems with stopping power - and I need it also in .308w because of bushy, rocky landscape that makes retrieving game painful just for a few meters away from the anschuss.
