A general question about loading down cartridges

I have heard of loads below the min recommended being packed with a cardboard or paper disks and something like porridge oats to help fill the case. Seemed to work ok, but never tried it myself. Also,read about this method being used without a bullet to fire form cases.
Personally, I have reloaded .222, .357, 6.5x55 and 7.5x55 with Trail Boss and Unique (Unique in the 357) down to levels safe to use on our local indoor range. Just like full loads, min and max powder values need to be observed and loads worked up to ensure accuracy.
Will be experimenting with Trail Boss in my 17 fireball soon as I hear I can get speeds similar to HMR and may make rabbits more edible.....rather than bags of red mist once I shoot them :)

I use 11grs of Tin Star with a 62gr FMJ in my 22/250, come out at about 2000fps, its a great practice round, and quiet too.
 
I use trail boss, vit 320 or Alliant 2400 in my .308,303,9.3 and .444m in my downloads for indoor range work and plinking
