Advice needed

Hi I have a zeiss Victory HT 3-12x56 and I have come to the end of adjustment in the verticle plane, I would like to raise the point of impact by another 1cm but cannot. I've heard that I could add shims to the mounts but I'm loath to do so. The rifle (Sako 85 Finnlight & optilock mounts) worked fine with my S&B I've checked the mounts and all is ok. Its clover leafing groups but just a tad too low.

Anybody got any suggestions?

I have exactly the same problem on a Remington 700
initialy I thought it was the scope but after trying several the result was always the same
We came to the conclusion it was the rifle itself after trying several scope , mounts, and base combinations
eventually I bought a third eye single base with 20mins of angle on it and this compensated for the issue
the rifle now shoots perfect and I have plenty of elevation
