I’d imagine the areas that hit higher numbers in year one and two had to ask for more money to pay for the following years which probably upset some of those who’d put money in in the first place
 
Strange isnt it - if there was a programme on the TV showing the culling operations at the moment on red deer in scotland to protect forestry (not the rewilding type) it might be interesting to see which side of the fence messrs May, Packham, WJ etc stood on and the urban population. The Uk in most part has been altered by man so much its a bit daft to talk about rewilding or natural levels of badgers, foxes etc. I read one of Jack Hargreaves books recently in which he was talking about overpopulation of humans in the Uk at the time which he said the government had calculated the optimal population size was 34 million (from memory i dont have it to hand) and this was 20 years ago....and it had been exceeded then.
