We always used Hydrochloric acid for floor etching. we used it neat and then hose it off with water. Can you still buy hydrochloric acid in the uk? The 3 things the floor need to be is, grease free. etched to give a surface the paint will stick too and dust free. With power floating it gives a very fine but closed surface the acid etching takes the polish off and give the paint something to grip on. If the paint never cured there was either some thing wrong with the paint or the mixing. Depending on how much of the old paint you can remove and how clean you can get the floor by hand.Remember you have primed the floor and without mechanically preparing the surface you won't remove that and it will stop the acid working so well the second time.I don’t know if I would be better etching or grinding - the floor was power floated and etched but when I spoke to the paint supplier they recommend grinding - I said to them that the procedure mentioned etching and this is why they agreed to supply the replacement paint FOC. I loathe to have to go and knacker a floor with a bad grinding job as it’s a fantastic finish at the moment other than the paint not bonding…![]()
My self I would remove the sticky paint by hand, wipe over with a recommended solvent and recoat making sure all mixing instruction are followed to the letter.
