I want to be able to fit a section of picatinny rail at 12 o'clock position on a gen. 2 Ruger Precision Rifle handguard. This will allow me to use an over-bore bipod.

Have a look on Ant supplies website at the weaver rails - he has some short lengths of flat base which may well do exactly what you’re after & for very little ££.
