A simple solution if they want the dogs to stay there on island without wiping them out is easily done.
Shut access to the island to visitors, arm rangers with auto shotties loaded with light bird shot (quail) and put a pattern over every one of the dogs @fifty yards, closer for bolder dogs and empty the mag at departing dogs. They are smart it will take no time for them to recognise a safe distance and to not harass people.
There is also the .223 option for incorrigibles. They actually do shoot a few every year btw.
