I have a set of jakelle z4 shooting sticks and i'm wondering where i can purchase replacement elastic bands as the ones on it are perishing with age

You must be very fortunate as I've been attempting to solicit a response to a request for clarity in when they will have stock of their Z4-II in "Long" for over 24-months without a response!

I did. I got a full service kit of spares in the post to my door within a few days. Free of charge as well!
