While not condoning any illegal killing the numbers are very low.
And esp considering how high natural mortality is on raptors anyway.

I didn’t read this, but did read an article about the RSPB’s latest report. Apparently, for the RSPB, an incident is confirmed case of persecution if an eyewitness says so. A) It is well established by multiple studies that eyewitnesses are very unrelaible, and B) This means that any disgruntled individual or group can fabricate reports of raptor persecution and have these allegations treated as confirmed incidents.
The report’s statistics are clearly manipulated to make what is a very rare crime appear to be a large-scale problem - by releasing an annual report but using ten years worth of “incidents” and reporting the density of incidents per non-standard area measure.
Doubtless there is a small amount of criminality, but this permeates all areas of life - mostly at higher levels, and the campaigning for further legal restrictions / licensing is clearly grossly disproportionate and the proposed scheme of punishment, literally unjust.
