Do use a dowel that fits well or be very careful with vice/spanner. The edges are thin and easily dented. A bit of penetrating oil might be an idea and grease when reinstalling.
There's no requirement for the ring's spud to be of such tight fitment that it requires force to rotate into correct bore alignment. Back in the day I used fine valve grinding paste to address over tight Redfield rings/bases.
