Cheshire has held deer for hundreds of years. Reds were imported to Macclesfield forest as it was an old hunting forest so unless you grew up in the 1600's, something tells me you weren't looking hard enough
There are numbers of reds and a few roe locally now but good numbers of red throughout the widespread area towards the 3 shires/rest of the peaks.
There are unfortunately a few tree huggers locally who hold vast numbers of deer and refuse to let anyone near them. One place in particular must hold 50+ herd strong towards the staffs border
I’ve stalked Fallow in Staffordshire for 40years they even come into my back yard, I’ve stalked fallow, roe and muntjac in Shropshire, seen roe and muntjac in Staffordshire and Cheshire and seen reds on Cannock Chase.
