OK what's the law on starter pistols it's a Wembley & Scott / the sprint cal22 top ejection
My understanding of it is that under the VCR act it is an offence to use an imitation firearm in a public place, hence why the new ones are bright colours. If you were to use it and a member of the public saw it and complained then I'm pretty certain that would be classed as a firearms offence, and we all know what happens then if you're a certificate holder.Vcr act ?

If you want to fire blanks for dog training purposes then it is recommended that you use a single shot blank firer that bears absolutely no resemblane to a gun, that way if someone were to complain you are only guilty of public nuisance, if they even bothered to press charges.
I have one of the following for dog training.

Don't do what someone I know did ! Went doing a spot of dog training........in a local park, swings, roundabouts, climbing frames etc. Begins firing his starter pistol in amongst the bushes........Perfectly legal to own along with blank firing caps without a license.
Common sense on where carried and its use will keep you out of trouble.
Shop around, I got mine quite a bit cheaper than that. Plus it fits easily in your pocket. If you are going to get one of those, looking at the price, you might as well just get a dummy launcher I think.
