Up at our recycling centre there is a bin especially for spent rifle and shotgun cases.
When I moved house last year I went to recycling with a container filled with scrap cases. I asked one of the staff where they should go and he said just chuck them in the scrap metal skip. No big drama here
 
That looks like 7.62 nato blanks, used in GPMG for training to stimulate "live fire". They look very impressive at night exercises! They look live as they are still crimped at end, ( they open up on firing) so possibly throwing in a dump might not be a good idea chucking live ammo.
