Just updating this thread (which quickly got diverted from the title subject to the subject of buying a rifle from a Eurozone country).
Having posted on 21 April saying that I'd paid a deposit (in person) that day, I've just finally been able to pick up the rifle today. The first three months delay was deliberate by me, as I didn't need the rifle till the end of summer. But the subsequent 2-3 months has been fairly filled with bureaucratic wrangling.
I did save money on an expensive item, but it was quite a heavy price to pay in terms of aggravation. I'm not sure I'd recommend it.
My one tip if you are doing it would be take Orion's advice above about getting an email from BIS at the beginning of the process rather than doing it (as I did) as a last resort.
Always nice to have new gun though
