Birth control to manage the size of the population doesn't work. All that happens is you end up with an aging population increasingly dependent on healthcare, and not enough fit young people to take on the workload. A better policy would be compulsory euthanasia of the over 65s. But I don't suppose that's a very attractive option.

In truth its likely to be a combination of both. Say a max two child limit and reduced access to healthcare ensuring the elderly poor die first and a pension cap.
Its hard to admit we already have a two tear health system, but we do.
The govt will no doubt move more towards the USA model of compulsory health insurance which, by level of affordability, will restrict the poor to a considerably lower level of cover. A sort of modern Darwinism.
Possibly a cap on people entitled to the state pension? A means tested concept with people earning over X amount expected to totally self fund.
Deffo a further increase in the retirement age, but as I have said before, its OK retiring at 70 if your an accountant, but what about a brick layer or other physical job?
HOWEVER thats only a stop gap measure. If you read up on the subject, you can see a third option. Medical issues are simply a technical problem and within say 100 years we may well have solved the vast majority including cellular degeneration. So people will live MUCH longer and be fit as a 20 year old for most of their time on earth. Retirement at death anyone? In such a society, birth control will be the only option.
Google are presently investing billions in eternal life research. They reckon is doable within 50 years but I doubt that
