There is a fella living near me who has been convicted of having thousands of indecent images on his devices. He has had his lawyer spouting out how he had a bad upbringing etc... he disappears for months at a time possibly banged up, i din't know. He is up at court tomorrow for what i dont know. He has never worked but smokes and drinks and keeps Deliveroo in a job with the takeaways being dropped off morning noon and night. He has been housed in my street 60y from a primary school with under 12's playing and walking on their way to school.
He is an addicted gambler and is on his phone constantly.
My worry is he is grooming children on his phone and i worry about his chosen lifestyle.
My Q is this.... should there be access to the SOR for concerned parents?

Anyway, I'd be pretty sure he's on some kind of monitoring scheme as it is. That aside though, it kind of reinforces my belief that people like him should be held underwater until the bubbles stop

My neighbour came out of her shower two weeks ago and he was sitting on her sofa basically pleading for sex. Not reported. Claimed he had never had a woman before.

Report your worries or move on ! even if he gets removed from the town /street or banged up he will return in another town under another name its that easy

If that's true, she needs to report it. This implies he broke into her house to do that, which is a very serious matter. If he is out on license, then I would hope that is enough to get him put back inside. Your post can be summarised as saying that everyone ought to be able to search the SOR for the sake of keeping them safe from the risk of re-offending yet, in this circumstance, action can be taken without doing that because he clearly is re-offending.

The issue I could see, on the wider scale, with allowing the general public to search the SOR is that would need to be part of an overhaul of the system. Unless offenders are executed/locked up for life, there will always be a need to release them back into the community. However, no-one want a sex offender living on their street. To allow the general public to search would imply an entitlement for them to object to the placement of such a person in their area. That would only create an impossible situation where, on one hand, these people need to be let back into the community but, on the other, no-one will have them in their community.

I'm not saying it is 100% a bad idea (I can see genuine reasons why people would want to know) only that allowing it would require a bit of a re-think about what is done when such information is generally available. I don't think it is as simple as just putting the SOR on google.

Nobody wants any offender on their street if they've not reformed and rehabilitated. And the same could be said for people's perception of gun owners. The daft idea floated by whatever Home Secretary that neighbours be notified of who immediately nearby owned firearms. I am in two minds about it as it is maybe a "get out" to excuse poor local policing and police presence. Years ago you didn't need a Sex Offenders Register as you already knew by word of mouth of you local beat constable. I can't remember the last time I saw a local beat constable on foot or on bicycle such that you could stop and chat with him or her.

So if everyone can know where he lives the the local oafs can torment him all the time? A very difficult situation as to the risk of any future offending, will he wont he? He has after all paid his "debt to society". This might cause his death as a worst case.

My other half has worked in this particular field of criminality for decades.
From previous incidents of which I'm aware of the details from when I was working, my advice would be to report your concerns to the police..
He may currently be "managed" by the police and if so, his Internet activity will be monitored.
Report it and take a back seat and remain watchful.

He will be monitored, and probably have a Probation Officer involved, possibly MAAPA, or it's equivalent. Normally the local Police will be made aware of his location, and relevant restrictions/Impositions made by the sentencing Judge too

If any person has information to suggest a child has, is or is likely to be at risk of harm immediate contact should be made with police or social work.

The Sex Offender Community Disclosure Scheme, also known as ‘Keeping Children Safe’ is available to communities throughout Scotland. The scheme allows parents, carers or guardians with concerns about a child under the age of 18 years to make a formal request for the disclosure of information about a named person who may have contact with their child, if they are concerned that the person may be a RSO.

Information can only be provided to a parent, carer or guardian but if you have concerns about a person’s access to a child you should make the call.

While you can attend or phone your local police office to submit an application to the scheme, the easiest and quickest way to do so is via the Police Scotland website online application form.

The detail provided and potential risk will be considered, assessed and progressed by the police on a case by case basis.

What a strange post. Nowhere do you say he has been convicted of a crime against children. He drinks smokes and gambles and likes a take away, so what?
He's up in court for something but you don't know what. He disappears for months at a time. Perhaps he's fed up with living near you?

He was jailed for over a thousand indecent images of children and placed on the SOR for 10y. I could post the newspaper story but i do not want to name him.

Looks like the local hardware shop will be ordering a job lot of pitchforks and torches. A post full of assumptions about what someone might be doing or might be thinking. Find some proof and then address the problem not the other way around.
